What is TIF ?

TSV (OCR) is not a format of its own. What you download is an ordinary tab-separated table that any spreadsheet opens. It holds what optical character recognition found in your image, one row per recognised word, with the block, line and word it belongs to, the box it occupies in pixels, and a confidence score.
